The Challenge:

An option was needed for people to travel on foot or by cycle between Auckland’s city centre and the North Shore.


The Outcome:

The Northern Pathway Project now unites various shared path routes (SkyPath, SeaPath, Akoranga to Constellation) with the aim to provide a seamless dedicated walking and cycling link between Auckland’s City Centre and the North Shore, providing safe and direct connections to local communities and recreational areas.*

*In 2021 the Government announced that it would not proceed with the standalone bridge component of the Northern Pathway project. Alternative ways for people to walk and cycle across the Waitematā Harbour are being investigated.

Our Involvement:

Resolve Group supported Waka Kotahi NZ Transport Agency with the procurement of pre-implementation activities; we completed the Indicative Business Case (IBC) for the SeaPath section of the project from Northcote Point to Akoranga Drive, which considered all potentially feasible routes that could feed into the SeaPath section and recommended two alignments; we worked on early-stage costs and benefits for the project, preparing a Detailed Business Case (DBC) that included how proposed infrastructure would interact with the sensitive marine environment; we also undertook a Value Engineering Review of the SeaPath DBC preferred option and reviewed the Akoranga to Constellation section DBC, including the project’s economic analysis.

Our Managing Director, Martin Leak acted as the Tender Evaluation Team chair, and Ben Sherriff, our General Manager acted as the procurement process manager in a highly competitive tender process. Ben’s role included guiding the evaluation team through the development of tender documentation, evaluation of submitted proposals and awarding of the contract to professional services suppliers.
